Likely a glottalized variant of 把 (MC paeX, “to hold; to give (dialectal)”) (Dai, 2004).
First attested as 撥垃/拨垃 (peq-laq) in Shan'ge (山歌) by Feng Menglong. It is, however, likely that the term was already common before this attestation.
