Faciliter la mobilité quotidienne des jeunes éloignés de l’emploi : une évaluation expérimentale

Abstract
La capacité de mobilité quotidienne des jeunes, en transport individuel ou collectif, est un facteur déterminant de leurs chances d'insertion professionnelle, en particulier pour les jeunes décrocheurs qui ont quitté le système scolaire sans accéder à une formation ou à un emploi, et pour qui la faible capacité de déplacement est un obstacle avéré à l'insertion professionnelle. Dans ces conditions, comment améliorer la mobilité de ces jeunes décrocheurs ? Dans cet article, nous présentons les résultats d'une évaluation d'impact par expérience contrôlée de seize dispositifs innovants ciblés sur ce public particulier. Portés par des associations locales ou nationales, ces dispositifs ont des contenus variés : diagnostic en matière de mobilité, formation à la mobilité dans le cadre d'ateliers, apprentissage de modes de transport alternatifs, mise à disposition de deux-roues, aides financières et accompagnement pour le passage du permis de conduire et pour l'acquisition d'un véhicule. La base de données expérimentale couvre 275 jeunes suivis entre août 2015 et décembre 2016. L'évaluation montre qu'une aide à la mobilité peut améliorer les chances d'accès à une formation et à un emploi. Toutefois, l'intensité des actions joue un rôle important. A trop faible dose, les aides à la mobilité peuvent même avoir un effet contre-productif sur l'insertion des jeunes. Pour qu'elles soient efficaces, ces aides gagnent à être intensives.
