We're failing to detect these signatures because the timezone indicator – '(تعم)' and '(ت ع م)' in these examples – is different from the current version: https://ar.wikipedia.org/wiki/ميدياويكي:Timezone-utc. (This is a translation of "UTC", currently it has the letter separated by non-breaking spaces, previous versions had normal spaces or no separators.) If you look at the history of that page, it last changed in 2013 and several times before that.
We might not be able to handle discussions from 2013 and earlier on ar.wp because of this. I think this is not a big deal, since you probably wouldn't often want to reply to such old posts. But if we wanted to support them, it would be possible, but we'd have to figure out a way to define additional timezone "aliases" or something on each wiki.
There are some other Project talk pages where I don't see any reply links. Could be for the same reason, but I'm listing them here for keeping track:
For the time being, this is not a priority for the reason @matmarex shared above. Accordingly, I'm moving this to "Nice to have."
We will share this issue as part of this task: T245858: Publish replying 1.0 reliability evaluation on MediaWiki
