@Aklapper A good beginning would be to create a test wiki. Couldn't we create testwikiquote or testquotebase .wikimedia.org ?

There isn't. That's a project proposal which only includes a section for "People interested", not a discussion with pro/against like you'd see in a RfC. There is certainly some interest from some users, but nothing close to a consensus within the Wikiquote community (where no serious discussion happened).

I agree. Building a new system does not mean the old system will go away.

I see Structured Wikiquote as the disruption (as in technology). I think it's totally worth taking the time to experiment with that disruption and prototyping it. I also think it would be wise for the existing Wikiquote community to embrace that disruption. If not, it could become a part of Wikidata, and Wikiquote will cease to exist.

(I have no decision making, nor foreknowledge into any of this, just my thoughts).

Note that I have begun experimenting with this at test.d and I have my own domain to screw around with this as well.
