Promisiunile Inteligentei Artificiale (AI) Administratiei Publice si Oraselor Inteligente

Abstract
Tehnologiile de varf precum Realitatea Virtuala (VR), Realitatea Augmentata (AR) si Inteligenta Artificiala (AI) sunt din ce in ce mai prezente in viata noastra, iar utilizarea lor in contextul guvernarii electronice este un subiect de interes major pentru cercetatori si decidenti politici deopotriva. In ultimii ani, am asistat la o crestere exponentiala a numarului de aplicatii AI utilizate in guvernare, de la sisteme de votare electronice (offline sau online – adesea sustinute de tehnologii blockchain) si platforme pentru administrarea serviciilor publice, pana la programe de monitorizare a comportamentului cetatenilor si sisteme de identificare faciala. Integrarea acestora in guvernarea electronica poate aduce numeroase beneficii, printre care: sporirea eficientei si transparentei in procesele administrative, imbunatatirea calitatii serviciilor publice si cresterea accesului la informatii publice. Cu toate acestea, exista si preocupari legate de riscurile pentru viata privata a cetatenilor si potentialul impact negativ asupra drepturilor si libertatilor individuale. Articolul "Promisiunile Inteligentei Artificiale (AI) Administratiei Publice si Oraselor Inteligente" introduce o paradigma disciplinara inovativa, centrata pe notiunea de "smart governance" sau "guvernare inteligenta". Acest concept se distinge semnificativ de "guvernarea electronica"(frecvent denumita "e-government" sau "e-administratie"), punand accentul pe integrarea inteligentei artificiale in mecanismele de guvernare, si nu doar pe utilizarea tehnologiilor electronice pentru comunicare si arhivare. Pentru a fundamenta aceasta abordare, articolul sintetizeaza selectiv cercetarile relevante existente privind impactul inteligentei artificiale asupra proceselor guvernamentale si a relatiei cu cetatenii. De asemenea, ea exploreaza posibile strategii pentru minimizarea riscurilor asociate si pentru asigurarea unui echilibru intre utilizarea inteligentei artificiale si protectia drepturilor cetatenesti, incadrand aceste strategii in contextul politicilor publice destinate reglementarii digitalizarii si inteligentei artificiale.
