In article the basic criteria with which should satisfy Research University are determined. One of the major tasks of Research University will consist in development of mechanisms and infrastructures contractual and integration of scientific - educational activity with branch and academic scientific research institutes.
Influence of national, the major element of national innovative system, on social and economic development of region, profile industries and systems of vocational training is considered.
The list of parameters of an on which the competitive offer of the high school applying for the status research should be based is resulted. System effects and expected results of realization of the program of creation of national Research Universities are designated.

The world experience of research universities formation and development is analyzed. The criteria and role of research universities in USA and European Higher Education systems are discussed. The experience of categorizing higher education institutions in Russia and research university tasks, characteristics and criteria are considered. The concepts of innovative and research universities that have been already used by Tomsk universities (TPU and TSU) are presented. Possible pathways of formation and development of research universities in Russia are discussed. The focus is made on the idea of leading universities consotria creation that is successfully implemented abroad.

Abstract
Expansion of the market of educational services and presence of a considerable quantity of the state and not state high schools having an identical profile, cause in the consumer a legitimate interest in a choice of the best. Proper response of scientifically-educational community that has given rise to development to a new direction in estimated activity - public and professional accreditation has followed. On a plan of organizers of a new kind accreditation, increase of risks for consumers of educational services it is compensated the guarantees, giving regulating bodies, in the person Rosobrnadzor and National Accreditation Agency of Russia, and not state accreditation the agencies. The last, in turn, guarantee to high schools that about process carrying out of socially-professional accreditation will help them to improve the quality so, quality of formation should raise steadily.

The article reveals the contents of the activities of student self-government institution, showing its relationship to educational and scientific activities, attention to forms, methods and structure. The state of the modern model of student self-government and its essential features in Mordovian State University named after N.P. Ogareva.

The existence of structures of student self-government, with rights and responsibilities for the work that allows you to meet the challenges of extra-curricular activities most effectively. Abstract
The research of the image of ideal university of loyal and non-loyal consumers of educational services showed that loyal consumers have the integrated image of the university whereas non-loyal ones don't have this image.
The results of the research show the necessity of changing the university branding programme and open its new contents. We asked the graduates and their parents as the consumers of the educational services. The respondents of four universities of Naberezhnie Chelny were involved. For processing and interpretation of the results we used the method of component analysis.
