1923. Based on the US Navy's history of the airship and the news story attached to the back of the photo. The ship was constructed at Lakehurst, New Jersey between 1922 and 1923; it was christened in October of that year. The news story refers to a planned North Pole expedition for the airship, but it was scrapped in January 1924 after the Shenandoah sustained wind damage while moored at Lakehurst.
The news story goes on to say that a sister ship to the Shenandoah was under construction in Germany. This was the USS Los Angeles and it arrived in the US in October 1924. The Shenandoah crashed on September 3, 1925 near Marietta, Ohio; the airship was destroyed; its commander and 13 of its crew members died in the crash.
A search for original copyright in artwork was done covering the years 1922-1925. While there were 2 listings for Kadel and Herbert for 1922 for photos pertaining to Marconi, there were no other listings for them during the time period when the Shenandoah was being constructed, was in service and was destroyed. There's no evidence that this photo was ever copyrighted.
