✅ Release CommunityConfiguration extension to Spanish and Arabic Wikipedia: T364895: Enable CommunityConfiguration on pilot wikis: Arabic & Spanish Wikipedia: Jun 17, 2024.

Stretch goal:
✅ Demo-ready version of the very first part of the Community Updates module. (Finish: T365877: Community updates module: Title & Body text).

Based on a 1:1 discussion with Kirsten, we're rescoping the task to make a decision, since the option 1 patch was not merged quickly. Reassigning to @KStoller-WMF to decide between the three options and log an engineering task to implement the decision. Thanks!
