I'm not sure the process here, so I'll ask what is perhaps a dumb question: would it makes sense for someone to verify the signature and do Have someone with access double-check which mediawiki.org account that the manager's Phabricator account is linked to, where the SUL account was created, and how it was created on that wiki. before I sign off?

I'm happy to resolve this and take it on as an expense in the Tech department. Can someone let me know what I need to do? I presume I need to be added as an Org admin or given billing rights (which I've done in the past at other orgs) and I can put in the necessary payments, but let me know otherwise.
