linkrecommendation: Cron job should only run with eqiad deployment

Description

The cron job for importing data will only work in eqiad, because the replica in codfw doesn't get read/write traffic (T308133#8788818).

Let's remove the codfw deployment of the linkrecommendation application cron job.

acceptance criteria:

Remove the codfw deployment of the load-datasets cron job
Update the Logstash filters for Add Link to stop hiding the "Read only error" messages, since those should no longer occur
