Description

As mentioned in T253134 db-proxy is likely not used by anyone.

has documentation on how to connect to DBs without the proxy being necessary.

Remove db-proxy container from helm and build instructions from images.

I've scaled the db-proxy deployment to 0. Waiting some time to see if it causes anyone any issue.
