Description

Background

A number of users have noticed that the new ToC is tricky to use on narrower screens. While we are currently working on a long-term solution in T306660: [Goal] Table of contents on narrow screens in vector-2022, we would like to implement a short term solution that will improve the experience for people currently using the new ToC

Acceptance criteria

Increase threshold for ToC collapsing to 1000px (up from 720px)
