it seems like rsvg does not act on inherited blur attributes with rotated clones.

all black lines should be equally blurred. inkscape and my browser render as intended.

For the records, cannot reproduce locally with librsvg2-2.44.13-1.fc29: All lines of the SVG file itself are blurred.
So this might get fixed once upgrading librsvg on the Wikimedia servers has happened.
I'm not sure exactly which version of librsvg fixes this, but I can also confirm that it renders correctly in a later version. I'm thinking 2.41.1, but it could have been in the Rust rewrite in 2.43.2.
