(There must be a task out there in the phab universe for this already, but I don't know where...)

3 years ago, we switched from using the Civi unsubscribe page for bulk email to using a Silverpop-hosted page after the Civi page broke 2-3 times during Big English. We determined at the time that we needed a 100% stable page, and made the switch.

Civi still handles unsusbcribes for TY emails so I'm assuming this page is working as it should be. Can we investigate if it seems like the right time to move back to using this page for Silverpop emails as well? There are a few huge benefits:

1. All unsubscribe data is in Civi, rather than a lot of it living in Silverpop where only I can see it
2. We are less tied to Silverpop as an email service provider because the multilingual unsusbcribe functionality they offer
3. Translations are more easily updated
