In the screenshot captured below shows two actions under the "..." menu.
The hover behaviour is inconsistent: one action becomes darker, and the other does not get affected at all.
On hovering a menu item, the background should become darker (#EEE). That should happen regardless of the part of the menu item you hover: icon, text or empty space next to it (as illustrated in the mockup below).
