Methodische Herausforderungen bei der Erfassung von Bildung und Ausbildung im Mikrozensus

Abstract
In Bezug auf Bildung und Ausbildung werden in Deutschland durch die Bildungsberichte und auf europäischer Ebene mit der Europa 2020-Strategie der Europäischen Kommission und den Schwerpunktsetzungen des Europäischen Statistischen Programms 2013-2017 einige Anforderungen an das Erhebungsprogramm des Mikrozensus gestellt. Frühere Vergleiche der Ergebnisse des Mikrozensus und der Bildungsstatistik zum Schulbesuch wiesen auf einige Abweichungen hin. Die Fragen zum Schulbesuch wurden 2008 und 2011 geändert. Um die Wirkungen dieser Änderungen zu untersuchen, werden Ergebnisse des Mikrozensus und der Bildungsstatistik für die Zeitpunkte bzw. Schuljahre 2007/2008, 2008/2009 und 2011/2012 verglichen. Für die Klärung von Fragen zur Datenqualität allgemeinbildender und beruflicher Ausbildungsabschlüsse werden Daten des Mikrozensus-Panels 2001-2004 genutzt. Die wiederholten Befragungen ermöglichen die Beurteilung der Antwortkonsistenz im Zeitverlauf. In Kombination mit der jeweiligen Erhebungsart und der Art der Beteiligung können – allerdings eingeschränkt – außerdem Mode- und Proxy-Effekte untersucht werden. Beim Schulbesuch sind die Differenzen zur Bildungsstatistik teilweise zurückgegangen, insgesamt gibt es aber noch beträchtliche Abweichungen. Diese hängen mit schwierigen, dem Alltagsverständnis nicht direkt entsprechenden Definitionen im Mikrozensus zusammen. Insbesondere berufliche Abschlüsse weisen hohe Antwortinkonsistenzen auf. Insgesamt sind bei schriftlichen Befragungen die Antwortinkonsistenzen höher als bei persönlichen Interviews.
