AbstractO estudo analisa as distribuições de pessoas idosas e deficientes incapazes para o trabalho e para a vida independente, dos benefícios e dos níveis de cobertura do BPC nos diferentes estratos de renda da população brasileira com base em informações do Censo de 2000, da Pesquisa Nacional por Amostra de Domicílios (Pnad) de 2006, ambos do Instituto Brasileiro de Geografia e Estatística (IBGE), e registros administrativos do Ministério do Desenvolvimento Social e Combate à Fome (MDS). Conclui que a população de idosos e deficientes incapazes se distribui uniformemente nos estratos de renda, mas os benefícios são distribuídos predominantemente em grupos de renda mais baixa da população. Consequentemente, a cobertura do programa também é maior entre os mais pobres. Aparentemente a cobertura da população-alvo ainda é insuficiente. O programa apresenta erros de focalização, mas estes são, em sua maioria, de baixa intensidade. We estimate the distributions of the eligible public, benefits and coverage levels of the Brazilian Continuous Cash Benefit Program (BPC) using survey data from the 2000 Census and the 2006 National Household Survey. The estimates show that the eligible population is uniformly distributed along income classes but the benefit is concentrated among the poor, thus the coverage is also higher among the poor. There seems to be insufficient coverage of the poorest population. The program has targeting errors but they are mostly errors of low intensity.
