Abstract
"The 'Start-up Scheme' (§ 93, 94 SGB III) was 28 December 2011 fully converted to a discretionary power. Significant cost savings and a reduction of entrainment effects should be implemented by the changes. This paper discusses the results of the quantitative evaluation of the reformed 'Start-up-Scheme'. The development of support numbers and the associated expenditure shows that the cost saving targets associated with the reform have been achieved. While the decline is regionally very different. He tended to be highest in those employment agencies where pre-reform disproportionate funding quotas were observed. Descriptive comparisons based on telephone surveys of funded show a change in the structures of the participants before and after the amendment. After the reform, mature and educated were promoted tend to be. The proportion of women and funded from East Germany has also increased. The overall shift to a service economy can be observed also at the funded start-ups. Potential deadweight effects of the founding grant were depicted in different ways. The share of them increased after the amendment by 19.0% to 28.2% or from 7.1% to 10.3%. At the same time is the absolute importance of potential took significantly declined."
