Abstract
Wieving a generalized congestion for highways in the middle-run, the « autoroute ferroviaire » could be an innovative answer. Nevertheless, economic studies are showing the financial reliability weakness for this project, wich lies in pricing low level for road freight. Such a practice reveals the possibility of inconsis­tency in Cost-Benefit Analysis. Disconnecting pricing and investment is a bias for evaluation, and only Cost-Benefit Analysis and Organisation Evaluation could face with this basic rule of consistency. In such a integrated framework, a new assess­ment is carried out for the project. The variability of public financing to infrastruc­ture pricing is also pointed out.
