Temps D’Attente Dans Le Secteur Public De La Santé Au Québec : Mesure, Conséquences Et Moyens Pour Les Réduire

Abstract
Cette recherche répond à plusieurs questions : Qu'est-ce que des temps d'attente? Est-ce qu'ils sont bien mesurés? Y-a-t-il des comparables d'une province à une autre? En quoi se comparent-ils à ceux dans d'autres états ou pays consacrant une part similaire ou moindre de leur PIB aux dépenses de santé? Y-a-t-il des pays qui ont réussi à bien maîtriser les temps d'attente sans affecter la qualité des services? Comment? Est-ce que des chercheurs ont tenté de déterminer s'il y avait un temps d'attente optimal? Les temps d'attente en santé ont une large couverture médiatique et sont une préoccupation majeure du public, des individus ou des entreprises. Pour beaucoup d'individus, attendre pour être traité, recevoir un diagnostic ou voir un médecin de famille peut être des expériences pénibles et stressantes qui ont des répercussions sur leur qualité de vie, l'absentéisme au travail, le présentéisme et la productivité au travail ou à la maison. Quant aux entreprises, certaines rapportent lors de discussions informelles que les temps d'attente leur entraînent des coûts indirects importants lorsque leurs employés doivent attendre pour recevoir des soins, et sont donc absents de leur lieu de travail, ou lorsqu'ils sont moins productifs à cause d'une douleur ou d'un inconfort causé par une maladie non traitée. À l'échelle de la société donc, les temps d'attente peuvent entraîner des conséquences et des coûts, mais quelle est au juste leur ampleur? Pour répondre à cette question, ce rapport propose, dans un premier temps, de circonscrire la notion de temps d'attente en santé, d'en donner une définition et de préciser les limites de son interprétation. Par ailleurs, la première section décrira aussi quels temps d'attente sont mesurés au Canada, et où se place le Québec, sur des données comparables, par rapport aux autres provinces canadiennes. Une fois les temps d'attente définis, la deuxième partie s'attachera à évaluer leur impact sur la société, et notamment sur les revenus
