Krizis rublja i ograničenija, vvedennye Rossiej na ėksport zerna

Abstract
S 1-go fevralja 2015 g. ėksport pšenicy iz Rossii oblagaetsja dopolnitel'nym nalogom s cel'ju sokratit' ob''emy vyvozimoj za rubež produkcii. Ėto predprinjato v ramkach protivodejstvija vysokim cenam na pšenicu na vnutrennem rynke, a takže dlja stabilizacii cen na chleb. Odnako, nedavnij opyt v raznych stranach, vključaja Ukrainu, Kazachstan, Serbiju, da i samu Rossiju, pokazyvaet, čto ograničenija na ėksport zerna okazyvajut liš' neznačitel'noe vlijanie ili vovse ne vlijajut na ceny na chleb. Daže dlja bednych sloev naselenija takie mery gosudarstvennogo vmešatel'stva ne prinosjat ničego chorošego. Naprotiv, ėto otrezaet rossijskoe zernovoe chozjajstvo ot meždunarodnych rynkov, snižaetsja ob''em neobchodimych investicij v zernovoj sektor, čto protivorečit položenijam doktriny prodovol'stvennoj bezopasnosti. Takaja forma gosudarstvennogo protekcionizma ne možet ne vyzyvat' obespokoennosti. Ved' imenno v uslovijach segodnjašnego nadenija rossijskoj ėkonomiki destabilizacija strategičeski važnogo zernovogo sektora, bezuslovno, ne sposobstvuet ulučšeniju investicionnogo klimata v Rossii.
