Netzzugang, Wettbewerb und Investitionen

Abstract
Wir untersuchen die Rolle von Vertragstypen und Zugangsregulierung auf Innovation und Wettbewerb. In einem Duopolmodell zeigen wir, dass Ex-post-Verträge, die nach den Investitionsentscheidungen getroffen werden, zu einer Welt führen, in der seltener Infrastruktur dupliziert wird, in der es aber einen breiteren Rollout gegen über einem Markt gibt, in dem keine Zugangsverträge geschlossen werden können. Im Vergleich zu solchen Ex-post-Verträgen führen Ex-ante-Verträge zu einem noch intensiveren Roll-out und noch seltener zu Duplizierung. Insbesondere Ex-ante-Verträge, aber auch Ex-post-Verträge können allerdings als Instrument zur Reduktion der Wettbewerbsintensität verwendet werden.
