Struktur und Ausgleich des Arbeitsmarktes

Abstract
Das Working Paper arbeitet heraus, wie sich der deutsche Arbeitsmarkt in den vergangenen zehn Jahren im Aggregat positiv entwickelt hat, wobei aber zugleich Einkommensungleichheiten, Ausdifferenzierung der Beschäftigungsformen, Segmentierung von Arbeitsmarktchancen und Verfestigung von Ausschlüssen deutlicher hervorgetreten sind. Hieraus sowie aus zunehmender Nachfrage nach höheren Qualifikationen und der Struktur der aktuellen Zuwanderung ergeben sich die Notwendigkeiten, Flexibilitätszumutungen bzw. -möglichkeiten gleichmäßiger zu verteilen, Fehlanreize und Beschäftigungsfallen abzubauen, den Erhalt und Ausbau von Qualifikationen zu fördern und hierbei neben Arbeitslosen und Beschäftigten auch Personen mit häufig wechselnder Beschäftigung in den Blick zu nehmen.
