Wissensintensive Unternehmensdienste, Wissens-Spillovers und regionales Wachstum. Teilprojekt 2: Strukturwandel und regionales Wachstum – Wissensintensive Unternehmensdienste als "Wachstumsmotor"?

Abstract
Das vorliegende Teilprojekt erarbeitet empirische Evidenz zum Zusammenhang zwischen Tertiärisierung und (regionalem) Wachstum in Österreich und den Regionen der EU 27. Ausgangspunkt ist die in einem Teil der Literatur vertretene Hypothese, der Strukturwandel zu Dienstleistungen sei wegen geringerer Möglichkeiten zur Effizienzsteigerung im Tertiärbereich notwendig mit negativen Effekten auf die gesamtwirtschaftliche Produktivitätsentwicklung und daher das Wachstum verbunden. Diese These zumindest für die hier untersuchten Gebietseinheiten (Österreich und EU-Mitgliedsländer, österreichische bzw. europäische NUTS-2-Regionen und Regionstypen) und Zeitperioden (vor allem 1991/2012) verworfen werden, weil die Tertiärisierung in den letzten Jahrzehnten vorrangig durch das Wachstum wissensintensiver Unternehmensdienstleistungen getrieben war – ein Bereich, welcher in weiten Teilen selbst hoch produktiv ist, sodass eine Charakterisierung der Tertiärisierung als Reallokation von Ressourcen von hoch produktiven (industriellen) zu geringer produktiven Aktivitäten (Dienstleistungen) grundlegend fehlgeht. Vor allem aber spricht die Evidenz eindeutig für positive (indirekte) Effekte, welche von den wissensintensiven Unternehmensdienstleistungen wegen ihrer besonderen Rolle in Wissens-Spillovers auf die Effizienzentwicklung in anderen Wirtschaftsbereichen ausgehen. In ökonometrischer Analyse für die europäische Regionsebene zeigt sich damit ein signifikant und robust positiver Zusammenhang zwischen dem Strukturwandel zu wissensintensiven Unternehmensdienstleistungen und der Produktivitätsentwicklung – ein Ergebnis, das in ähnlicher Form für die Tertiärisierung insgesamt reproduziert werden kann. Damit sprechen die Ergebnisse für eine Wirtschaftspolitik, welche den fortschreitenden Wandel zum Dienstleistungsbereich als Bestandteil moderner Wirtschaftsentwicklung begreift und strategisch begleitet und das Potential von wissensintensiven Unternehmensdienstleistungen als Treiber von Wissens-Spillovers und Produktivitätsdynamik verstärkt nutzt. Überlegungen zu sinnvollen förderpolitischen Ansatzpunkten zur Entwicklung wissensintensiver Unternehmensdienste bei knappen finanziellen Ressourcen schließen das Teilprojekt ab.
