Abstract
In terms of financial and economic instability and limited government capacity, increasing the relevance of the decision of problems of increase of management efficiency of companies and reduce the risk component of the state. In addition, the adoption of the Energy development programs of several countries, including Russia, entails the search for targeted energy efficiency measures projects with state participation and public co-financing. As international experience shows, one of the most effective and appropriate forms of implementation of energy efficiency projects and programs is a public-private partnership (PPP). This article examines the experience of European Union countries, obtained in the process of implementing energy saving projects in the construction of residential buildings and social housing. The authors provided a comparative analysis of the requirements for the energy standard of the designated countries of the EU and Russian practices in the sphere of energy saving and energy efficiency. The article develops measures and some aspects of the manageability of the company in the framework of implementation of energy efficiency investment PPP projects. It is concluded that improving energy efficiency in residential buildings is one of the primary tasks of energy policy at regional, national and international levels both in the European Union and in the Russian Federation. Further harmonization of the regulatory framework for development of the Institute of PPP will reduce the risk component in the partnership, including, state.
