Reforma administratiei publice. Schimbarea sociala la nivel de prefectura

Abstract
Prezenta lucrare abordeaza legatura dintre conceptul de schimbare sociala si reforma, analizand modul in care prefecturile Romaniei gestioneaza schimbarile produse de aceasta, succesul reformei reprezentand un deziderat. Institutia prefecturilor se confrunta cu numeroase provocari in Societatea informationala si a cunoasterii, cu o crestere a asteptarilor societatii in contextul unor resurse financiare limitate si presiune politica. Practicile acestora sunt un produs al culturii administrative, cum sunt valorile, ideologia, rutina, prioritatile care influenteaza modul in care acestea manageriaza schimbarea si initiaza politici si strategii aplicate la nivel teritorial. Prefecturile au un nou rol in societate, sunt agenti sociali in schimbarea sociala durabila si au nevoie de instrumentele necesare pentru a reusi sa se adapteze unui climat schimbator in care isi transforma structurile, procedurile si cultura. Scopul acestei lucrari este acela de a oferi o imagine asupra mediului in care prefecturile isi desfasoara activitatea, ce instrumente trebuie sa utilizeze in schimbarea sociala durabila, ce elemente ar trebui imbunatatite de catre aceste institutii pentru cresterea performantei acestora. Lucrarea are la baza cercetarea literaturii de specialitate referitoare la reforma administratiei publice si schimbarea sociala, cat si un studiu de caz pe tema abordata la nivelul prefecturilor. Prin rezultatele studiului se doreste evidentierea importantei prefecturilor ca actori sociali in schimbarea la nivel teritorial pentru cresterea bunastarii cetatenilor, pentru a raspunde Globalizarii si pentru a acorda o atentie deosebita schimbarii, valorilor necesare in managementul schimbarii, unei viziuni unitare si un bun leadership.
