The Social Policies In The Context Of The European Semester And The Covid-19 Pandemic

Abstract
This article presents the financial assistance packages, the employment strategy and the European temporary support instrument for mitigating unemployment risks in the event of an emergency adopted by the EU in the context of the COVID-19 pandemic. The authors also analyse the evolution of employment and performance of Member States concerning the indicators of the European Pillar of Social Rights in the second quarter of 2020/2020, considered to be the epicentre of the Covid-19 pandemic of 2020. The methodology is interdisciplinary and based on statistical analysis of Eurostat data, qualitative research of European Commission documents and last but not least on the theoretical paradigms of European integration. In conclusion, the clear objectives and their monitoring through the Social Dashboard provide a common framework for the implementation of the social pillar, but nevertheless the lack of a plan of measures materialized through concrete actions was noted. That is why the European Commission launched the European Pillar of Social Rights Action Plan in early March 2021.
