Regulación y cambio técnico en la industria eléctrica española (1985-1996)

Abstract
En este trabajo se realiza un estudio de los cambios en la productividad explicados por el cambio técnico en el sector eléctrico español durante el período de vigencia del sistema regulatorio denominado Marco Legal y Estable. Para ello, hemos estimado una función de costes cuadrática de corto plazo con datos del período 1985-1996 considerando que esta actividad es multiproductiva y multifase. A partir de esta estimación, se ha calculado el cambio técnico y su descomposición. Los resultados indican ahorros en costes variables de un 1,9 por 100 anual que fueron más acentuados durante los primeros años de aplicación del Marco Legal y Estable, siendo el cambio técnico puro el principal factor explicativo.
