AbstractIn the article it is developed and grounded the mathematical model of resource and functional effectiveness' securing of management system of strategic industry potential development. It is offered to divide project effectiveness model into two groups: by project and tactical streams of scientific-applied problems solving with the further possibility to develop options of original system's projected element. Many options' forming is carried out using the parametric analysis methods. The operating model is worked out based on the procedure chart in the form of a series of successive steps of its implementation in practice and an aggregate of simple events carried out by system's elements. Development of performance models is based on model solutions describing each of the five typical phases. Phase model within each certain economic environment is constructed based on the universal methodology. The operation model involves formalized parameters of application conditions of the first and the second groups. The first group is amalgamated under the modular principle and is represented by three classes, the second group is incorporated to the model and reflects the preconditions of the general management system functioning. Using the mathematical model of forming the system of strategic industry potential development, it is determined the dependence of the performance indicator on the parameters of the management system itself, which composes one or other option of the projected element from the set of possible ones, and the parameters representing the conditions of its application.
