Abstract
In its coalition agreement the federal government announced the intention to improve private supplementary pensions by introducing an “attractive standardized Riester-Product”. This article argues that a flexible, standardized product, organized by a public provider, is the only viable option to correct the market failure currently afflicting private supplementary pensions. A private execution of duties, minimal costs and high flexibility in contributions and payouts are defined as essential conditions for the implementation of this standardized product. Furthermore, it is essential that consumers have civil law claims against the public provider of the product at all times.
