Lohnversicherung: Ein Vorschlag zur Reform der Arbeitslosenversicherung

Abstract
Mitte der 80er-Jahre wurde die Bezugsdauer des Arbeitslosengelds von zwölf Monaten schrittweise auf bis zu 32 Monate für ältere Arbeitslose angehoben. Aus theoretischen und empirischen Untersuchungen ist aber bekannt, dass eine lange Bezugsdauer einer raschen Arbeitsaufnahme entgegenwirkt. Diese negativen Anreize der deutschen Arbeitslosenversicherung schaffen zusammen mit Vorruhestands-Arrangements Probleme: Die Erwerbsneigung Älterer ist gering, ihre Arbeitslosigkeit hoch. Hinzu kommt, dass das effektive Rentenzugangsalter hierzulande deutlich niedriger ist als in vielen anderen Industrieländern. Mit der Lohnversicherung wird ein Reformvorschlag gemacht, der finanzielle Anreize zur Wiederaufnahme einer gegebenenfalls geringer entlohnten Beschäftigung schafft. Die Differenz zwischen dem Bruttoverdienst, der vor der Arbeitslosigkeit realisiert worden ist, und dem neuen niedrigeren Einkommen wird teilweise ausgeglichen. Ergänzt werden muss dieser Reformansatz mit einer Verkürzung der Bezugsdauer von Arbeitslosengeld auf wieder einheitlich zwölf Monate.
