Does antidumping use contribute to trade liberalization in developing countries?

Abstract
Some supporters of antidumping have argued that this procedure serves as a kind of ‘safety valve’ for protectionist pressure. In this paper, we investigate whether there is empirical evidence that the use of antidumping actions has contributed to ongoing tariff reductions over the period 1988 to 2004 in a sample of 23 developing countries, some of which have become aggressive users of antidumping in recent years. The evidence is not supportive of the safety valve argument for these countries. Instead, evidence suggests that past use of antidumping may have led to less rather than more trade liberalization. Certains supporteurs des mesures anti‐dumping ont suggéré que ces mesures servent comme une sorte de « valve de sureté » pour la pression protectionniste. Dans ce texte, on cherche à savoir s'il y a un support empirique pour la proposition que l'utilisation de mesures anti‐dumping a contribuéà la vague de réductions des tarifs au cours de la période 1983‐2004 pour un échantillon de 23 pays en voie de développement – dont certains ont fait un usage agressif des mesures anti‐dumping au cours des années récentes. Les résultats ne supportent pas l'hypothèse de la valve de sureté pour ces pays. A contrario, les résultats suggèrent que l'usage passé de mesures anti‐dumping peut avoir conduit à moins plutôt qu'à davantage de libéralisation du commerce.
