Zur Einführung des gesetzlichen Mindestlohns von 8,50 € in Deutschland

Abstract
In dieser Expertise wird der Stand der internationalen und deutschen Forschung zu den Wirkungen von Mindestlöhnen zusammengefasst. Die neuere Forschung zeigt übereinstimmend, dass sich keine negativen Beschäftigungswirkungen feststellen lassen. Diese Ergebnisse lassen sich auch auf Deutschland übertragen. Der Wert des geplanten Mindestlohns in Relation zum mittleren Lohn (Median) ist im Vergleich zu Nachbarländern moderat und die Unternehmen haben ein Jahr Zeit sich anzupassen. Weiterhin gehört die deutsche Wirtschaft zu den Innovationsführern in Europa, kann also gut mit Effizienzsteigerungen auf eine Lohnuntergrenze zu reagieren. Dies gilt auch für Klein- und Mittelbetriebe. Zudem erleichtert die gute Qualifikation der betroffenen Beschäftigten die Umsetzung des Mindestlohns: Gut drei Viertel der Beschäftigten mit Stundenlöhnen unter 8,50 Euro haben einen Berufs- oder akademischen Abschluss. Zentral sind auch die geplanten Maßnahmen zur Stärkung der Tarifautonomie. Internationale Vergleiche zeigen, dass nur eine Kombination von Mindestlöhnen und hoher Tarifbindung zu einer wirksamen Eindämmung des Niedriglohnsektors beitragen kann.
