Descentralización fiscal y disparidades en el ingreso regional: La experiencia colombiana

Abstract
Utilizando la experiencia colombiana, este trabajo presenta nueva evidencia empírica acerca de la relación entre descentralización fiscal y disparidades en los ingresos regionales. El estudio ha logrado algunos avances en el análisis empírico de esta relación. Primero, se introduce una aproximación de datos de panel con el fin de detectar la dinámica de ajuste involucrada en una política de descentralización fiscal. Segundo, el análisis se basa en la experiencia de un país y no en el análisis trasversal de varios países, de tal manera que los efectos de la descentralización fiscal son estimados de forma más objetiva que en investigaciones anteriores que exhiben mucha variación cultural, histórica e institucional. Finalmente, en este trabajo se superan otras limitaciones observadas en trabajos anteriores tales como la ausencia de análisis de dependencia espacial y la sensibilidad de las conclusiones a las medidas de descentralización fiscal consideradas.
