Competitividade Da Cadeia Produtiva De Plantas Medicinais No Brasil: Uma Perspectiva A Partir Do Comércio Exterior

Abstract
A competitividade da cadeia produtiva de plantas medicinais no Brasil é analisada a partir de indicadores advindos do comércio exterior. Aflora um novo dilema brasileiro: por um lado, o país detém uma das maiores reservas de biodiversidade do planeta; por outro lado, apresenta um baixo nível de competitividade revelada no setor. O Brasil é um tradicional importador líquido em todos os segmentos da cadeia produtiva, com déficits comerciais crescentes na medida em que os produtos têm maiores valores adicionados. A cadeia produtiva de plantas medicinais é altamente agregadora de valores comparativamente, por exemplo, a da cadeia produtiva da soja. Trata-se de um forte indicador do quanto o país perde ao não investir sistematicamente no uso sustentável de sua biodiversidade. A ampliação da competitividade sistêmica da cadeia produtiva de plantas medicinais passa fundamentalmente pela mudança no marco regulatório e pela política industrial e tecnológica nacionais. Estímulos econômicos são essenciais para que a grande variedade das plantas medicinais possa ser transformada em produtos de alto valor agregado e com grandes repercussões sobre desenvolvimento econômico sustentável do país. -------------------------------------------------------The competitiveness of the productive chain of medicinal plants in Brazil is analyzed indicators arising from the trade. This is a new Brazilian dilemma: on the one hand, the country has one of the largest reserves of biodiversity on the planet, on the other hand, presents a low level of competitiveness in the sector revealed. Brazil is a net importer traditional in all segments of the production chain, with growing trade deficits in that the products have higher values added. The production chain of medicinal plants add much value compared, for example, to the productive chain of soybeans. This is a strong indicator of how much the country loses by not systematically invest in the sustainable use of their biodiversity. The expansion of systemic competitiveness of the productive chain of medicinal plants goes mainly by the change in the regulatory framework and the national industrial policy and technology. Economic stimuli that are essential to the wide variety of medicinal plants can be processed into products of high added value and with great impact on sustainable economic development of the country.
