Les tournants du transfert international de technologie : le moment du climat

Abstract
International technology transfer (ITT) is one of the most controversial subjects in the international agenda. Conceived as a means of giving countries in the Global South access to development after the two World Wars, the ITT has seen several attempts at completion, such as the doctrine in favor of a New International Economic Order (NIEO) and the transposition into the World Trade Organization (WTO). Once transposed into the arena of multilateral environmental agreements, the ITT gained new momentum in the United Nations Framework Convention on Climate Change (UNFCCC), with the adoption of a technology mechanism. Initially based on the North-South divide, the approach evolved in the Paris Agreement toward a cooperation and mitigation of the dependency model, with the development of the doctrine of national innovation systems (NIS).
