Use the extension version in download URL for binary.

- The language server version was used as the version for the download
  URL of the binary, but since the binaries are hosted under the
  vscode-xml release tab, it should match the vscode-xml release
- Remove some unnecessary steps from the release job

For the Linux native image builds, use Ubuntu 20.04.

- Fixed redhat-developer#916
- Recent Linux distros include GLIBC 2.34, which broke compatibility
  with older versionss, so use Ubuntu 20.04 to have better support

Add all the hashes to the generic vsix

This allows them to be downloaded by the generic vsix without a warning
appearing about them not being trusted.
This is important, since openvsx doesn't support platform specific
binaries yet.
