chore(MAINTAINERS): add vishnu and tiago as maintainers (#3637)

In this pull request, I'm proposing to add myself and Tiago Castro to the actual MAINTAINERS list as the two of us are doing majority of the roadmap, maintenance and development work on the OpenEBS project.

@tiagolobocastro has been instrumental in the architecting, development and review of Mayastor. On account of his various contributions to the project, we take pride in adding him as a Maintainer.

@avishnu has been actively involved in defining the roadmap, core decision-making, architecture and code reviews in OpenEBS. Taking pride in proposing to elevate as a Maintainer.
