Shuowen Jiezi: Ideogrammic compound (會意会意) : (meat) + (person kneeling). Ji Xusheng (2004) posits that its actually a phono-semantic compound (形聲形声, OC *bɯl) : semantic + abbreviated phonetic (OC *pʰɯːls, *pʰɯl).
