(Find sources: Google (books · news · scholar · free images · WP refs· FENS · JSTOR · TWL)

I searched Google, Google-news, Google-books, Google-scholar, JSTOR, and checked for sources in other language versions of this article in other Wikipedias. I was unable to find substantial Reliable Sourcing for Nila Devi.

Note: I deleted[1] a ref to a blog and two refs to forums, as blatantly non-RS. Aside from the recent addition of those junk refs, the article has been tagged as completely unsourced since March 2014.[2]

I asked at Hinduism-related topics notice board#Nila_Devi, and was I advised "If it doesn't pass WP:N, then you should definitely nominate it for deletion." I don't know much about Hinduism, but as I understand it there are a vast number of non-notable local gods and goddesses.

I just found Encyclopaedia of Hindu Gods and Goddesses.[3] (You can click the snippet to see the full page.) It has a three sentence entry for this goddess, saying little more than that there's only a single mention of Niladevi and no art of the goddess has been discovered. Note that the article includes three artwork images claiming to depict this goddess, suggesting that these image-claims may constitute WP:Original research.
