This article looks to me like it may be directly copy-and-pasted from Gait's work (cited at the bottom). A tell-tale sentence is "I am inclined to agree with those who attribute the book to Cui Zhuan (崔篆)". Who is "I"? If you Google this exact phrase, Gait's work comes up several times. Gait treats the work as copyrighted, even though it appears he self-published.

Note also that so far as I can tell, this footnote:

Loewe, Michael; A Biographical Dictionary of the Qin, Former Han & Xin Periods (221 BC – AD 24); p. 199-200

is bogus. I can find no discussion of the Jiaoshi yilin on those pages. Indeed, electronic searching does not seem to show up any reference to the Jiaoshi yilin anywhere in Loewe's book, nor of its putative author, Jiao Yanshou/Jiao Gan.
