This is not from Newell and Simon [1963]. That paper doesn't talk about a Physical symbol system (as the article implies). The quote does appear in Herbert A Simon, "The Sciences of the Artificial", 3rd edition, 1996, p 23. That book says that a physical symbol system is from Newell and Simon "Computer Science as an Empirical Inquiry", p 116. But I don't have this, so I won't edit the article. But someone should check it.
