[edit]Portmanteau of Ukrainian Луга́нськ (Luhánsʹk) or Russian Луганск (Lugansk) + Uganda. Alternatively borrowed directly from either Russian Луга́нда (Lugánda) or Ukrainian Луга́нда (Luhánda).
