- I don't understand why the picture I uploaded was deleted. I thought it was CLEAR enough when I uploaded the image that it was MINE and that I was uploading on my own free will for use by Wikipedia. - I don't recall this exact image but from log I can see that you did not provide a copyright licence for the image when you uploaded it, so it was deleted. All images must have a copyright licence even when it is your own image because we don't know exactly what permission you are giving even though you say that you were "uploading on my own free will". The upload page walks you through the process step by step with great details given. If you chose the "It is entirely my own work" link, under Step 3 you were asked to provide a copyright licence and told to "Choose a license from the drop-down box". You must not have done that, so we did not have your permission to use or keep the image. You can upload it again under the same name and if you follow all the steps as requested there should not be a problem. Any questions just ask. Good luck. Ww2censor (talk) 09:18, 18 March 2014 (UTC)

- The source is the Philippine Navy's "Philfleet Magazine", 2016 Anniversary Edition as I had indicated when I uploaded the file. Since it is a Philippine Navy property, then that should make it eligible to be under the Public Domain. Rhk111 (talk) 12:13, 7 November 2016 (UTC)

- {{PD-PhilippinesGov}} ! You found it, this is the copyright template we need, and I just applied it to the file in question.
- To clarify: the CC-0 dedication is chosen by the author/copyright owner of the work: it is applied "on top" of a given work which is copyrighted by default. To upload a CC-0 file on Commons, you need to either be the author, or show that the work has been dedicated. By contrast, the public domain status of (some) governmental works is by default: copyright does not apply to those works, whether the authors like it or not. Even if in the end, the result is practically (though not exactly) the same, indicating the proper reason why some work has no restriction attached makes this information verifiable, which is important on a wiki website. - @Rhk111: about this file, I just realized that the main problem is the text itself. While most cases of no freedom of panorama concern artistic works, in various jurisdictions like Thailand literary works of any sort are also copyrightable. Very few countries have freedom of panorama that extends to literary works, which does not need to be flowery or poetic to be copyrighted. As long as the authors incorporate originality, the literary wotks are copyrighted from the moment of creation. Other forms of literary works include memorial texts and engraved description tablets.
