Horizon Europe
Horizon Europe is Europe’s largest source of funding for research, with a budget of CAD$ 140 billion for 2021-2027. As of July 2024, Canadian researchers are eligible to apply to Pillar II of the Horizon Europe - Global Challenges & European Industrial Competitiveness; CAD$ 80.5 billion is available within this pillar.
Pillar II
Pillar II comprises the following research clusters:
- Health
- Culture, Creativity, and Inclusive Society
- Civil Security for Society
- Digital, Industry and Space
- Climate, Energy and Mobility
- Food, Bioeconomy, Natural resources, Agriculture and Environment
Horizon Europe issues “Calls for Proposals” for topics within each of these research clusters. Researchers must apply as part of a consortium that includes European Union members; topics may have additional eligibility requirements. Funding amounts vary. In general, direct costs are financed at a rate of 60% to 100%. Indirect costs are reimbursed at a flat rate of 25% of eligible direct costs.
Canadians are also eligible to apply to parts of Horizon Europe Pillars I and III.
Pillar I awards funding to ambitious research projects, and facilitates international mobility, including for doctoral programmes, postdoctoral fellowships, secondments, staff exchanges, and training of researchers at all stages of their careers.
Pillar III focusses on supporting the development of disruptive, market-creating innovations and enhancing the European innovation ecosystem, particularly by supporting entrepreneurs and small and medium sized enterprises.

The Horizon Europe success rate for Canadian applicants is about 18%.
