Fair use policy
SIPRI has a policy allowing fair use of its copyrighted material. Fair use of SIPRI content is defined as:
- the excerption of SIPRI copyrighted material for such purposes as criticism, comment, news reporting, teaching, scholarship or research in which the use is for non-commercial purposes
- the reproduction of less than 10 per cent of a published data set.
NB: Both the above conditions must apply to count as fair use.
Commercial use of SIPRI copyrighted material must be authorized and will normally require the payment of a reasonable royalty. Such use may include, for example, the use of SIPRI data as part of ratings, research or statistical content or services provided by the user in exchange for a fee. See below for information about how to obtain a licence for commercial use of SIPRI copyrighted material.
Fair use as defined above is freely authorized as long as due reference is given to the specific SIPRI source(s).

Reproduction of the SIPRI website
SIPRI freely authorizes the downloading or printing of the contents of its website for any non-commercial use in line with its fair-use policy. You may use or cite the contents of the website only if you give a clear reference to the source.
For any commercial use of the content on this website (e.g. repurposing or reprinting content for cash sales), please obtain written permission—which may require the payment of a reasonable royalty—by contacting the SIPRI Publications, Library and Editorial Department.
For use of non-SIPRI material, permission must be obtained from the copyright owner.
Reproduction of SIPRI publications
Permission to photocopy SIPRI print publications by institutions, educators and other users may be obtained from the SIPRI Publications, Library and Editorial Department.
For photocopying and scanning of SIPRI publications by all others: you may make single copies for your own private use. For all other purposes, such as copies made for any public or commercial purpose, or if copies will be sold at a cash price to readers, permission—which may require the payment of a reasonable royalty—should be obtained from the SIPRI Publications, Library and Editorial Department.
Authors and publishers who intend to reproduce a SIPRI publication in whole or in part should contact the SIPRI Publications, Library and Editorial Department with details of the text for which permission is sought and the publication in which it is to be reproduced (including the price, print run and intended distribution).
Reproduction and use of SIPRI data
SIPRI data may be freely downloaded, cited and used for statistical or other analytical purposes provided that such use is in line with SIPRI’s fair-use policy. Any reproduction—in any medium, electronic or printed—of the data requires authorization, except where this is covered by SIPRI’s fair-use policy.
You do NOT need permission to use or cite SIPRI data for the following purposes, so long as SIPRI is clearly identified as the source of the data:
- In a university/school/college paper, essay or dissertation
- In an academic journal article, monograph or book chapter
- In a newspaper or magazine article
- In a blog post
This includes producing graphs and charts based on the data.
For such purposes, permission is only needed if you want to directly reproduce more than 10% of the data set.
Permission for use that falls outside of the scope of SIPRI’s fair-use policy may be granted provided that:
- A request for permission is submitted to SIPRI. A request must include your full name, where you are from, your affiliation, and for what purposes you require the data.
- Attribution to SIPRI in a source credit-line is given, including the phrase 'Information from the Stockholm International Peace Research Institute (SIPRI), URL ADDRESS' (e.g. ‘Information from the Stockholm International Peace Research Institute (SIPRI) Military Expenditure Database, https://doi.org/10.55163/CQGC9685’). This applies to both citations and reproduction.

When text or data from any published SIPRI data set is to be used for commercial purposes and, once permission has been obtained, the parties shall negotiate a reasonable royalty for such commercial use. Such use may include, for example, the use of SIPRI data as part of ratings, research or statistical content or services provided by the user in exchange for a fee.
Commercial use
