Cybertron's Titan Net allows cityspeakers to remotely communicate with the planet's Titan defense fleet. When a Titan connects to the network, they can safely go dormant as teams of cityspeakers and technicians coordinate the dormant Titans, executing precision maneuvers to prevent collisions, or even awakening individual Titans should the need arise.

2019 IDW continuity

During the prosperous Age of Expansion, the Titan Net was a global network that coordinated the many Titans who protected their homeworld and enforced the will of Cybertron elsewhere in the galaxy. When Titans went dormant in orbit around Cybertron, their autonomous functions were slaved to the Titan Net so that dedicated technicians could coordinate individual trajectories and maintain a stable orbit around Cybertron without having to rouse the Titans themselves. The War of the Threefold Spark appears to have severely reduced the number of active Titans—the Nominus Edict then curtailed Cybertronian expansionism, and no new Titansparks emerged from the Well of All Sparks, and this decline precipitated the gradual shuttering of the ancillary facilities. Eventually, traffic dwindled to the point where a handful of workers based out of Iacon's Primary Hub could handle the entire network. The Change In Your Nature Part Four

By the era just before the Great War, Blaster coordinated the Titan Net with the assistance of Gizmo, Playback, and Wavelength. Lodestar was the only active Titan at the time and had disentangled herself from the network. The Change In Your Nature Part Five When the terrorist group known as "The Rise" sought to harness the power of the Titans for their own end, they launched an attack on one of the decommissioned cityspeaking facilities; while Skystalker roused Vigilem from his slumber, Blackjack uploaded a custom data-bomb onto the network. The bomb took out the Titan Net completely, paralysed the sleeping Titans, and corrupted the communication channels used to communicate with the giants, rendering it impossible to rouse any Titans while Vigilem went online and destroyed the Tether. In the coming days, Glyph joined the team to help unsnarl the damaged network, Tremors but their work became a race against time: with no way to control the Titans, their orbits began to decay, and each orbit around the planet brought them closer and closer to the point of no return—Wheeljack witnessed one Titan skimming the atmosphere.
