- Tempest is a Cobra-aligned human from the IDW portion of the Generation 1 continuity family.
Tempest is a skilled ninja mercenary in the employ of Cobra, when she isn't moonlighting for Doctor X. She has a small army of followers, too.
She debuted onto the world stage as Storm Shadow following the believed death of the original bearer of that name at the hands of Snake-Eyes, but death can't keep a good (or bad) ninja down, and upon his return she accepted his claim to the title and assumed her own, independent nom de guerre.
She appreciates a white outfit even more than the original Storm Shadow does.

At some point over the few years following the (believed) death of the original Storm Shadow, an enigmatic woman—a cybernetically enhanced warrior skilled in both ancient martial arts and modern firearms—would take up the mantle of "Storm Shadow." Covertly gathering a new clan of ninja from the remnants of the Arashikage, she dubbed them the "Red Shadows", and augmented her warriors with black market prostheses culled from a wide variety of sources: Mars Industries, Darkmatter Logic, and reverse-engineered Transformer technology. After Action Man took care of "extremists" in Guernsey, Storm Shadow met with the mercenary Colditz in Bath to clarify he wouldn't be blamed for the apparent failure and invite him to the Chateau. England, Half English
When Mercy Gale was revealed as Doctor X and the Chateau was devastated, Storm Shadow and her ninja entourage rendezvoused with Gale in an airship. When Action Man Programme operatives blew up the ship, both were assumed to have died. Nevertheless, they survived and met in the Chateau's ruins to discuss their upcoming plan for the future of the world. Mr Love and Justice
The pair made for the elite Redcliffe Club in London, home of the criminal Geddis brothers; shortly after Storm Shadow and her ninja massacred the criminal pair and their goons, they were approached in person by Joe Colton. Forced to go outside the law, Colton, in his alterego as "Baron Ironblood," informed them that he was putting together an alliance to destroy Cybertron. Initially skeptical of his promises, Storm Shadow — after a brief confrontation — was duly impressed by Colton's new mechanical hand, a fusion of alien technology and sorcery made possible through the Talisman. Colton won her over by promising that, with the help of Garrison Kreiger and the Talisman, she and her ninja could be further augmented, Redcliffe Club and that once Cybertron fell, they could be upgraded with the pillaged technology. When Storm Shadow and her clan next surfaced, it was in the service of Baron Ironblood's new Iron Ring. Thanks to Kreiger's knowledge of the Talisman and its power, she and her minions could take their cybernetic implants even further: genetic material culled from the Dire Wraiths gave her extreme strength, agility, and the ability to stretch her limbs and change her appearance. Storm Shadow profile In this new capacity, Storm Shadow and her followers became the foot soldiers of Ironblood's conspiracy, gathering materials and resources to refurbish a abandoned Cobra base on the Moon. When the British super-spy was inadvertently teleported to the Moon, he was captured by the Red Shadows. As Doctor X explained the situation, Storm Shadow stood guard over their captive; when he slipped his bonds, she gave chase and managed to stab him in the hand with her sword to prevent him from reaching the M.A.S.S. Device that would allow him to escape. Doctor X reiterated that he was not to be killed — an order that Storm Shadow objected to, as Ian had killed one of her ninja — but before their argument could escalate, Kup, Mayday, Blackrock, and the Micronauts burst through the roof. When these same heroes infiltrated the Iron Castle to retrieve files relating to Kreiger's experiments on Mike "Atomic Man" Power, Storm Shadow and Doctor X stood by in Kreiger's Brasnyan "Project: Ice Man" facility as they prepared to turn the base into a trap for their enemies. With Colton's plan reaching its final stages, Storm Shadow was part of the team sent to retrieve the last piece of the puzzle: the Talisman itself, stolen by the "Revolutionaries" during their battle on the Moon. Storm Shadow used a holographic disguise to masquerade as Blackrock's assistant Camila; when her teammates arrived, she dropped her cover and stabbed Blackrock in the chest. When Eagles Scream In the ensuing battle, Storm Shadow went up against Mayday and managed to overpower both Mayday and Action Man; before she could finish them off, however, Kup ran her over. Once he had recovered, Blackrock was able to analyze Storm Shadow's hybridized DNA and transmit the information to Metrotitan so that the Titan could broadcast the counter-frequency required to return the mutated inhabitants of Verenya to normal.
Forced into a retreat, Storm Shadow and Doctor X were able to use the M.A.S.S. Device to teleport out with the Talisman. Back at the Iron Castle, Storm Shadow stood by as Colton rallied the villains to take the fight to Cybertron, Ghost in the Machine and later watched as Kreiger made his final preparations to the Talisman. On the date of Earth's induction into the Council of Worlds, the Iron Ring made themselves known: teleporting themselves to Cybertron, they disguised themselves within M.A.S.K. tech and invaded Iacon with the intent of using the Talisman to poison the planet's core and render it uninhabitable. First Strike #1 While her Red Shadows ran amok in Iacon, Storm Shadow joined Joe Colton and his small group of elite operatives—Kreiger, Miles Mayhem, Shazraella, and Destro—to continue with their main objective. To aid in their mission, Storm Shadow was able to ambush and subdue Antagony so that Shasraella could enerchange with her body. First Strike #2 Continuing to follow the path to Cybertron's core, Storm Shadow grew tired of Mayhem's misogyny as they planted sound dampeners to cover their tracks, First Strike #3 and took out Sunstreaker and his Badgeless troopers when the Cybertronians tried to pursue them. First Strike #4 The group eventually reached the core of the planet... but found that Optimus Prime and his allies had caught up with them. First Strike #5
In the ensuing battle, Storm Shadow fought Soundwave until Kreiger was unmasked as the magical Merklynn; after raising the city of New Prysmos from the energon of Cybertron, and revealing that he had orchestrated the entire invasion based on a selfish falsehood, Storm Shadow and the others were arrested and placed under Cybertronian custody. This incarceration evidently didn't last very long as she was soon back among Cobra's ranks on Earth, revealing herself to Quick Kick and revealing that she had taken the name "Tempest" following the return of her still very-much-alive predecessor, and that she had accepted him as a mentor following his defeating her in battle. Following a brief battle with Quick Kick's sidekick "Friday", she and Storm Shadow smoke-bombed away. Scarlett's Strike Force #3
Notes
- We say "not very long", but in real life, Storm Shadow/Tempest likely appeared in Scarlett's Strike Force due to a lack of cross-series coordination, as was the case with Destro in First Strike.
