Stabilisation and Association Parliamentary Committee

With the Stabilisation and Association Agreement coming into force on 1 September 2013, Serbia has been granted the status of European Union associated country and began fulfilling its new obligations not contained within the Interim Trade Agreement, such as the gradual liberalisation approach to the two parties’ public procurement, approach to the real estate market, protection from discrimination of Serbian citizens legally employed in EU countries, protection from discrimination in the business dealings of companies of the two parties as well as the further harmonisation of the national legislation with EU regulations.

With the Stabilisation and Association Agreement coming into force new joint bodies are established for its implementation at the executive level, and in accordance with article 12 of the Agreement, political dialogue at the parliamentary level shall take place within the framework of the Stabilisation and Association Parliamentary Committee established under Article 125 and consisting of members of the National Assembly and members of the European Parliament. The Committee shall discuss all the aspects of the relations between Serbia and the European Union and all the important political and economic issues in Serbia’s European integration process, with a special focus on the implementation of the Stabilisation and Association Agreement.

The constituting meeting on the European Union-Serbia Stabilisation and Association Parliamentary Committee was held on 15 November 2013 at the National Assembly House in Belgrade. The Committee comprises an equal number of members of the National Assembly and the European Parliament, and, according to the Rules of Procedure adopted at the first meeting, it meets at least twice a year. At the end of every meeting, having discussed all the items on the agenda, the Committee adopts a Declaration and recommendations which are then sent to the Stabilisation and Association Council as well as the institutions of Serbia and the European Union.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee (SAPC) held its 15th meeting on 20 and 21 June 2023 in the National Assembly House, co-chaired by Marinika Tepic, Head of the National Assembly delegation, and Alessandra Moretti, Head of the European Parliament delegation.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee (SAPC) held its 14th meeting on 23-24 November 2022 in Strasbourg, co-chaired by Alessandra Moretti on behalf of the Delegation of the European Parliament and Marinika Tepic on behalf of the National Assembly of the Republic of Serbia.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee (SAPC) held its 13th meeting remote, on 28 October 2021, under the co-chairmanship of Ms Tanja Fajon for the European Parliament delegation and Dr Vladimir Orlic for the National Assembly delegation.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee held its 10th meeting on 27 March 2019 in Strasbourg, co-chaired by Eduard Kukan, on behalf of the delegation of the European Parliament, and Dr Vladimir Orlic, on behalf of the delegation of the National Assembly of the Republic of Serbia.

The meeting was co-chaired by Dr Vladimir Orlic, heading the National Assembly delegation to SAPC, and Eduard Kukan, heading the EP delegation to SAPC.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee held its fourth meeting on 7 and 8 October 2015, at the European Parliament seat in Strasbourg, co-chaired by Igor Soltes, Vice-Chair of the EP delegation, and Dr Vladimir Orlic, heading the Serbian National Assembly delegation.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee met for the third time on 19-20 March 2015, at the National Assembly House. The meeting was co-chaired by Dr Vladimir Orlic, heading the National Assembly delegation to SAPC, and Eduard Kukan, heading the EP delegation to SAPC.

  • The European Union-Serbia Stabilisation and Association Parliamentary Committee met for the second time in Strasbourg, 26-27 November 2014. The meeting was co-chaired by Eduard Kukan, who headed the EP delegation, and Dr Vladimir Orlic, who headed the delegation of the National Assembly of the Republic of Serbia.
  • The first constituting meeting of the European Union-Serbia Stabilisation and Association Parliamentary Committee was held on 15 November 2013 at the National Assembly House.Click here to watch the first constituting meeting.
    At the end of the meeting, the members of the European Union-Serbia Stabilisation and Association Parliamentary Committee adopted a joint Declaration and Recommendations and, as stipulated in article 7 of the Parliamentary Committee Rules of Procedure and article 125 of the Stabilisation and Association Agreement, sent them to the Stabilisation and Association Council and the institutions of Serbia and the European Union.
