     Raymond Cecil Palmer, 3rd Baron Palmer was born on 24 June 1916.¹ He was the son of Ernest Cecil Nottage Palmer, 2nd Baron Palmer and Marguerite Osborne. He married Victoria Ellen Stevens, daughter of Captain Joseph Arthur Ronald Weston Stevens, on 30 January 1941.¹ He died in 1990.¹

Berkshire [U.K., 1916] on 6 June 1950. He succeeded as the 3rd Baron Palmer, of Reading, co. Berkshire [U.K., 1933] on 6 June 1950.² He was appointed Officer, Order of the British Empire (O.B.E.) in 1968.¹

     Victoria Ellen Stevens was the daughter of Captain Joseph Arthur Ronald Weston Stevens.¹ She married Raymond Cecil Palmer, 3rd Baron Palmer, son of Ernest Cecil Nottage Palmer, 2nd Baron Palmer and Marguerite Osborne, on 30 January 1941.² She died on 3 June 2002.²
     From 30 January 1941, her married name became Palmer.² After her marriage, Victoria Ellen Stevens was styled as Baroness Palmer on 6 June 1950.
